A bill for an act
relating to labor and industry; requiring the commissioner of labor and industry
to convene a window cleaning safety advisory panel.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of labor and industry must establish and convene a window
cleaning safety advisory panel to study and make recommendations to the legislature
by January 15, 2011, on:

(1) the development, implementation, and enforcement of safety standards related
to the window cleaning industry;

new text begin
(2) amendments to the state building code regarding fixtures, exterior modifications,
and other items, processes, or procedures to enhance safety for persons in the window
cleaning industry and the general public;

(3) training standards for individuals performing window cleaning services;
new text end
new text begin
(4) training and education standards and requirements for persons or firms who
employ or contract their services in the window cleaning industry or who provide
equipment or supplies to the window cleaning trade;

new text begin
(5) standards for licensure of firms and individuals providing window cleaning
services;
new text end
new text begin
(6) adoption of American National Standards Institute (ANSI) standards under
ANSI/IWCA 1-14.1-2001 for the window cleaning industry; and

(7) coordination with existing state and federal occupation health and safety
standards and requirements.
