A bill for an act
relating to public health; creating a pilot project to make Minneapolis schools
fragrance-free.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Recognizing that scented products may trigger asthma or
chemical sensitivity reactions in students, which contribute to learning and breathing
problems, the commissioner of health shall develop a fragrance-free schools pilot project.

The commissioner of health, in collaboration with the
commissioner of education, and the Minneapolis Board of Education, shall establish an
education campaign in Minneapolis public schools to inform students and parents about
the harmful effects of the use of fragrant products in schools.

The commissioner of health, in collaboration with
the commissioner of education and the Minneapolis school district, shall create a
fragrance-free environment in the Minneapolis public schools. This fragrance ban
includes, but is not limited to, the following products: perfumes, air fresheners, scented
lotions, and scented cleaning products. The commissioner of health shall conduct an
evaluation of the effect of this pilot program and report back to the legislature by January
1, 2008, with advice as to whether to ban fragrances in schools statewide.
