A bill for an act
relating to state lands; authorizing the sale of certain state lands bordering public
water in Carlton County.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding Minnesota Statutes, sections 92.45 and 282.018, subdivision 1,
Carlton County may sell the tax-forfeited land described in paragraph (c) by public sale
under the remaining provisions of Minnesota Statutes, chapter 282.

(b) The conveyance must be in a form approved by the attorney general for not less than
the appraised value of the land. The attorney general may make changes to the legal
description to correct errors and ensure accuracy.

(c) The lands to be sold are located in Carlton County and are described as:

(1) PID number 45-058-3840;
new text end
new text begin
(2) PID number 72-090-4970;
new text end
new text begin
(3) PID number 72-090-5080;
new text end
new text begin
(4) PID number 72-090-5110; and
new text end
new text begin
(5) PID number 84-020-0410.

(d) The county has determined that the county's land management interests would be
best served if the lands were returned to private ownership.

(b) The conveyance must be in a form approved by the attorney general for not less than
the appraised value of the land. The attorney general may make changes to the legal
description to correct errors and ensure accuracy. Before each sale, the commissioner of
revenue must grant a permanent conservation easement according to Minnesota Statutes,
section 282.37. The easements must be 75 feet in width on each side of the designated trout
stream, to provide riparian protection and angler access. The easement must exclude any
existing road right-of-way.
