A bill for an act
relating to public safety; appropriating money for the Central Minnesota Sex
Trafficking Task Force.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CENTRAL MINNESOTA SEX TRAFFICKING TASK FORCE.

new text begin (a) $600,000 is appropriated from the general fund to the commissioner of public safety
for a grant to the Stearns County Attorney's Office to coordinate and expand targeted law
enforcement, prosecutorial, and victim advocacy resources of the Central Minnesota Sex
Trafficking Task Force for sex trafficking investigation, enforcement, prosecution, and
victim advocacy services. This appropriation is available through June 30, 2019.

new text begin (b) By February 1, 2018, and February 1, 2019, the Stearns County Attorney's Office
shall submit a written report to the chairs and ranking minority members of the committees
of the house of representatives and senate with jurisdiction over criminal justice on the
status of the use of the appropriation and the implementation of the provisions under
paragraph (a), including, at a minimum:

new text begin (1) number of investigative hours and results of investigative hours;

new text begin (2) number of trafficked persons encountered, and number and type of services provided
to trafficked persons;

new text begin (3) measurement of the scope of the demand for commercial sex services in central
Minnesota as a result of the enforcement and intervention effort; and

new text begin (4) number and results of criminal prosecutions generated by trafficking and other crimes
encountered as a result of trafficking investigations.
