A bill for an act
relating to higher education; adjusting state grant program parameters; amending
Minnesota Statutes 2016, sections 136A.101, subdivision 5a; 136A.121, subdivision
5.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2016, section 136A.101, subdivision 5a, is amended to read:
"Assigned family responsibility" means the
amount of a family's contribution to a student's cost of attendance, as determined by a federal
need analysis. For dependent students, the assigned family responsibility is deleted text begin 94deleted text end new text begin 86new text end percent
of the parental contributionnew text begin for fiscal years 2018 and 2019, and 76 percent thereafternew text end . For
independent students with dependents other than a spouse, the assigned family responsibility
is deleted text begin 86deleted text end new text begin 76new text end percent of the student contributionnew text begin for fiscal years 2018 and 2019, and 66 percent
thereafternew text end . For independent students without dependents other than a spouse, the assigned
family responsibility is deleted text begin 50deleted text end new text begin 40new text end percent of the student contributionnew text begin for fiscal years 2018 and
2019, and 30 percent thereafternew text end .
Minnesota Statutes 2016, section 136A.121, subdivision 5, is amended to read:

(a) The "assigned student responsibility" equals the following
percentages of the cost of attending the institution of the applicant's choosing:

(1) in fiscal years 2018 and 2019, 47 percent; and
new text end
new text begin
(2) 44 percent thereafter.

new text begin (b) new text end The grant stipend shall be based on a sharing of responsibility for covering the
recognized cost of attendance by the applicant, the applicant's family, and the government.
The amount of a financial stipend must not exceed a grant applicant's recognized cost of
attendance, as defined in subdivision 6, after deducting the following:
(1) the assigned student responsibility deleted text begin of at least 50 percent of the cost of attending the
institution of the applicant's choosingdeleted text end new text begin described in paragraph (a)new text end ;
(2) the assigned family responsibility as defined in section 136A.101; and
(3) the amount of a federal Pell grant award for which the grant applicant is eligible.
The minimum financial stipend is $100 per academic year.
