A bill for an act
relating to education finance; appropriating money for a grant to Teach for America.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TEACH FOR AMERICA; APPROPRIATION.

new text begin $825,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of the Office of Higher Education for a grant to Teach for America to address the systemic
shortage of teachers in the state, which has been exacerbated by the challenges of COVID-19
on educational systems. The grant must be used for:

new text begin (1) expenses related to the recruitment, selection, and training of Teach for America
corps members to fill teacher vacancies in shortage areas;

new text begin (2) expenses related to the retention and development of teachers working in either
shortage areas or communities experiencing significant challenges with recruiting, hiring,
and retaining racially and ethnically diverse teachers proportional to the number of students
of color and Indigenous students;

new text begin (3) expenses related to ongoing teacher recruitment, talent planning, and talent sourcing
support for local education agencies to fill high-impact instructional roles and school
leadership vacancies; and

new text begin (4) regional management and operational support to develop, implement, and evaluate
program initiatives and training designed to enhance the ability of teachers and leaders to
accelerate student academic growth, social-emotional skill building, and leadership
development to address the impact of COVID-19 related learning disruptions.
