A bill for an act
relating to early childhood education; creating an Office of Early Childhood
Education; directing the governor to appoint a director of early childhood
education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin OFFICE OF EARLY CHILDHOOD EDUCATION.

new text begin An Office of Early Childhood Education is established to provide high quality
early childhood programs and effective family support programs to address challenges
faced by families that affect school readiness and academic success. The governor
must appoint a director of the Office of Early Childhood Education. The duties of the
director include, but are not limited to: coordinating the efficient administration of the
early childhood programs and child care programs administered by the Departments of
Education and Human Services, developing an effective early childhood education system
with high standards for programs and professionals, developing supports to meet the
program and professional standards, creating a seamless transition from early childhood
programs to kindergarten, ensuring accountability and community engagement, and
reducing duplicative efforts. The early childhood education and child care programs to
be coordinated include, but are not limited to: early childhood family education under
Minnesota Statutes, section 124D.13; school readiness under Minnesota Statutes, section
124D.15; Head Start under Minnesota Statutes, section 119A.50; and the child care
assistance programs under Minnesota Statutes, chapter 119B.
