A bill for an act
relating to criminal justice; imposing a one-year moratorium on the use of body
cameras by law enforcement.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin As used in this section, (1) "body camera device" means
a device worn by a peace officer that is capable of recording audio or video of the officer's
activities and interactions with others or collecting digital multimedia evidence as part
of an investigation; (2) "law enforcement agency" has the meaning given in Minnesota
Statutes, section 626.84, subdivision 1; and (3) "peace officer" has the meaning given in
Minnesota Statutes, section 626.84, subdivision 1.

new text begin A chief law enforcement officer of a law enforcement agency
may not permit or require a peace officer under the chief law enforcement officer's authority
to use a body camera device during the performance of the peace officer's official duties.
