A bill for an act
relating to health; proposing an amendment to the Minnesota Constitution, article
XIII, by adding a section, affirming that every resident of Minnesota has the
right to affordable health care.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section will be added to article XIII, to read:

new text begin Every Minnesota resident has the right to health care. It is the responsibility of
the governor and the legislature to implement all necessary legislation to ensure affordable
health care.

The proposed amendment shall be submitted to the people at the 2008 general
election. The question submitted shall be:

"Shall the Minnesota Constitution be amended to state that every resident of
Minnesota has the right to health care and that it is the responsibility of the governor and
the legislature to implement all necessary legislation to ensure affordable health care?

new text begin If the constitutional amendment proposed in section 1 is approved by the people at
the 2008 general election, the legislature and governor must enact legislation to implement
the constitutional amendment by July 1, 2012.new text end
