1.1A Senate resolution
1.2honoring Ann Frisch on being named a Champion of Peace.
1.3WHEREAS, Ann Frisch, a member of the White Bear Lake Rotary Club, was recognized
1.4this fall by Rotary International as a Rotary Person of Action: Champion of Peace; of the six
1.5Champions of Peace recognized internationally, four were Rotarians, two were Rotary Peace
1.6Scholars, and Ann was the only Rotarian recipient from the United States; and
1.7WHEREAS, Ann was recognized at "Rotary Day at the United Nations," an annual event
1.8held to celebrate the partnership between Rotary and the United Nations, at United Nations European
1.9Headquarters in Geneva, Switzerland; and
1.10WHEREAS, she was recognized for her efforts in the United Nations-endorsed practice of
1.11Unarmed Civilian Protection, which was developed by Nonviolent Peaceforce in 2002 and has put
1.12forth on the world stage unarmed civilians from around the world protecting and assisting civilians
1.13who find themselves in violent conflict; and
1.14WHEREAS, she was one of the early Unarmed Civilian Protectors in Guatemala, and upon
1.15her return to the United States became a Senior Advisor to Nonviolent Peaceforce; and
1.16WHEREAS, she has been a speaker around the world and presented at three of the past five
1.17Rotary International Conferences about the effectiveness of Unarmed Civilian Protection and how
1.18it can support Rotary's mission of peace and goodwill among people of the world; and
1.19WHEREAS, she initiated a peace dialogue at the DMZ in Korea, hosted by the Cheorwon
1.20Rotary Club, and has been involved in Unarmed Civilian Protection around the world; and
1.21WHEREAS, she was the initiator for the first ever Rotary Grant to train Rotarians as
1.22Peacemakers: a grant in 2015 that implemented the Southern Thailand Peace Process training; with
1.23the help of Nonviolent Peaceforce, the armed parties in a long conflict agreed to explore the concept
1.24of creating safe spaces, even when they cannot agree to make peace; and
1.25WHEREAS, in the past two years, she and her colleagues in Nonviolent Peaceforce have
1.26presented to the World Ranger Congress and World Conservation Congress; and
1.27WHEREAS, she is one of the authors of the first manual on Unarmed Civilian Protection;
1.28the training she helped to create is administered by the United Nations Institute for Training and
1.29Research, the department that trains all United Nations personnel; and
1.30NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.31congratulates Ann Frisch on being named a Champion of Peace.
1.32BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.33enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.34Chair of the Senate Rules and Administration Committee, and transmit it to Ann Frisch.
