1.1A Senate resolution
1.2commending Keith Carlson for 42 years of service at the Minnesota State Capitol. 1.3WHEREAS, Keith Carlson has been executive director of the Metropolitan Inter-County 1.4Association (MICA) since 1999, representing the counties of Benton, Blue Earth, Carver, Crow 1.5Wing, Dakota, Olmsted, Rice, St. Louis, Scott, Sherburne, Stearns, Washington, and Winona before 1.6the Minnesota Legislature and state agencies; and 1.7WHEREAS, prior to joining MICA, he worked for the Minnesota Senate as Director of Tax 1.8Analysis, a Fiscal Analyst, and an Administrative Assistant for 21 years including service under 1.9Senate Tax Chairs Bill McCutcheon and Doug Johnson; and 1.10WHEREAS, prior to his work in the Minnesota Senate, he worked for the Minnesota 1.11Department of Revenue and the United States Department of Labor; and 1.12WHEREAS, Keith is an acknowledged expert on the state and local government finance 1.13systems and property tax system in Minnesota; and 1.14WHEREAS, Keith has been a presenter at several national meetings on tax issues as well 1.15as the author of several articles published in Tax Notes and a compendium on contemporary sales 1.16tax issues; and 1.17WHEREAS, Keith has provided over three decades of guidance, expertise, training, and 1.18representation to elected county officials and professionals across the state, thereby enhancing 1.19county governance on behalf of all Minnesota residents; and 1.20WHEREAS, Keith has decided to retire from his work at the Capitol; and 1.21NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it 1.22commends Keith Carlson for 42 years of service at the Minnesota State Capitol, extends appreciation 1.23for his contributions to the legislature, and wishes him a long and productive retirement. 2.1BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an 2.2enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the 2.3Chair of the Senate Rules and Administration Committee, and transmit it to Keith Carlson.
