1.1A Senate resolution
1.2honoring Lincoln Fetcher on his 20 years of outstanding service to the Valley
1.3Branch Watershed District.
1.4WHEREAS, with his service over the past 20 years, Lincoln Fetcher has truly wanted to
1.5help people, and he has been a great resource for details of the Valley Branch Watershed District's
1.6past activities; and
1.7WHEREAS, Lincoln has served as Manager-at-Large in 1999, Treasurer from 2000 to 2002,
1.8Vice President from 2003 to 2005 and 2010 to 2019, and President from 2006 to 2009; and
1.9WHEREAS, he advocated for education on watershed-related issues, including service as
1.10Valley Branch Watershed District representative to the East Metro Water Resources Education
1.11Program planning committee; and
1.12WHEREAS, he enthusiastically promoted the installation of rain gardens to filter water
1.13contaminates and reduce flooding; and
1.14WHEREAS, he participated in an award-winning Valley Branch Watershed District program
1.15to improve water quality in Valley Branch Creek; and
1.16WHEREAS, as Treasurer he was responsible for developing the standardized chart of
1.17accounts that are still used today; and
1.18WHEREAS, he also led the effort to update the district's website in 2017-2018; and
1.19WHEREAS, Lincoln recently decided to retire; and
1.20NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.21congratulates Lincoln Fetcher on his 20 years of outstanding service to the Valley Branch Watershed
1.22District, and extends best wishes to him in his retirement.
1.23BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.24enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.25Chair of the Senate Rules and Administration Committee, and transmit it to Lincoln Fetcher.
