1.1A Senate resolution
1.2honoring Khao Insixiengmay for his service to the Lao community and
1.3the citizens of Minnesota.
1.4WHEREAS, Khao Insixiengmay is a national leader for the Royal Lao Armed Forces and
1.5Special Guerilla Unit Veterans and their families, and will be retiring from his position as director
1.6of the Lao Advancement Organization (LAO) of America; and
1.7WHEREAS, Khao Insixiengmay developed a Lao youth program and worked tirelessly
1.8with local police officers on issues of Asian juvenile crime prevention; developed an after-school
1.9enrichment program to help Lao children and youth succeed in school and at home; developed
1.10a parenting program with the University of Minnesota to help Lao parents and guardians help
1.11their children from early childhood to grade twelve; and developed a program on Lao arts and
1.12culture to protect, preserve, and promote the rich Lao culture; and
1.13WHEREAS, Khao Insixiengmay worked to educate his community on health issues,
1.14including the dangers of tobacco, alcohol, and drug use, and thus helped reduce health disparities;
1.15and
1.16WHEREAS, Khao Insixiengmay helped many of the elders in his community study for and
1.17pass citizenship tests and become civically engaged, and worked with local and state officials to
1.18engage the Lao community in the Census counts; he brought members of his community to the
1.19Minnesota State Capitol on numerous occasions and helped the Lao community of Minnesota to
1.20have a voice in public policy; and
1.21WHEREAS, Khao Insixiengmay is humble about his bravery, great sacrifices, and loyalty
1.22to United States allies in the secret war inside Laos during the Vietnam War era, and has worked
1.23closely with the Laotian American National Alliance (LANA) and others to bring official
1.24recognition by the United States government and veterans benefits to the approximately 15,000
1.25surviving veterans residing in the United States, women and men from the former Kingdom of
1.26Laos who, like him, defended democracy as allies to the United States in the secret war inside
1.27Laos during the Vietnam War era.
1.28NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.29congratulates Khao Insixiengmay for his many accomplishments and thanks him for his service
1.30and dedication to the Lao community and to the citizens of Minnesota.
1.31BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.32enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.33Chair of the Senate Rules and Administration Committee, and transmit it to Khao Insixiengmay.
