1.1A Senate resolution
1.2congratulating Antonio Vandal for receiving the National Certificate of
1.3Merit.
1.4WHEREAS, the Boy Scouts of America awards its National Certificate of Merit to a
1.5youth member or adult leader who has performed a significant act of service deserving of special
1.6national recognition; and
1.7WHEREAS, while canoeing with friends on the Namekagon River, Cub Scout Antonio
1.8Vandal's quick thinking and focus under pressure helped save the life of a friend whose canoe
1.9had capsized; and
1.10WHEREAS, 10 year-old Antonio helped guide his canoe into the rapids to where the
1.11boy struggled, stabilized the canoe while his father pulled the boy into their canoe, and helped
1.12paddle out of the swirling rapids; and
1.13WHEREAS, for valor beyond his years, Antonio Vandal was awarded the National
1.14Certificate of Merit, which he was awarded in front of scout leadership at Saint Alphonsus
1.15Catholic Church in Brooklyn Center; and
1.16NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.17congratulates Antonio Vandal for receiving the National Certificate of Merit, one of only seven
1.18boys in the nation to receive the award in 2011.
1.19BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare a
1.20copy of this resolution, to be authenticated by the Secretary's signature and that of the Chair of the
1.21Senate Rules and Administration Committee, and transmit it to Antonio Vandal.
