1.2honoring the 50th anniversary of the Frank B. Kellogg Middle School in 1.3Rochester, Minnesota. 1.4WHEREAS, named after the Honorable Frank Billings Kellogg, who was a Rochester 1.5city attorney, Olmsted County attorney, United States Senator, Ambassador to Great Britain, and 1.6Secretary of State under President Coolidge, the Frank B. Kellogg Junior High School first 1.7opened for the 1962-1963 school year; and 1.8WHEREAS, Mr. Kellogg was a co-author of the Kellogg-Briand Pact, which was the 1.9first attempt after World War I to denounce war as an instrument of foreign policy, and he was 1.10awarded the Nobel Peace Prize in 1929; and 1.11WHEREAS, the Frank B. Kellogg school has been through many changes since its 1.12inception in 1962, including split shifts, the move from a seven-nine configuration to a six-eight 1.13configuration, major remodels, numerous technological upgrades, and more; throughout its 50 1.14years, Kellogg has remained the pride of the Rochester Public Schools, educating thousands of 1.15students and preparing them for high school with some of the highest standardized test scores 1.16in the state; and 1.17WHEREAS, to celebrate the remarkable achievements of Mr. Kellogg and the school's 1.18outstanding students, staff, parents, and community, a special 50th anniversary celebration is 1.19being held on May 17, 2013, at the Frank B. Kellogg Middle School; and 1.20NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it 1.21congratulates the Frank B. Kellogg Middle School in Rochester, Minnesota, on its 50th anniversary. 1.22BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an 1.23enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the 1.24Chair of the Senate Rules and Administration Committee, and transmit it to the principal of the 1.25Frank B. Kellogg Middle School.
