1.1A Senate resolution
1.2expressing the sense of the Senate supporting the Minnesota State Patrol response to
1.3the November 4th protest.
1.4WHEREAS, on November 4, 2020, demonstrators in Minneapolis marched the streets in two
1.5groups, beginning on Cedar Avenue and the Hennepin County Government Center, before converging
1.6on Interstate 94 to disrupt traffic in a post-election protest; and
1.7WHEREAS, concerned for the safety of pedestrians and motorists, Minnesota State Patrol
1.8officers responded to the situation by arresting protesters for illegally walking on the interstate and
1.9for disrupting traffic; and
1.10WHEREAS, after several hours, State Patrol troopers and Minneapolis police officers cited
1.11and released 646 people for being a pedestrian on a freeway and for public nuisance; and
1.12WHEREAS, on November 6, 2020, a letter was sent to Governor Walz and Lieutenant
1.13Governor Flanagan by 23 Democratic lawmakers and five Minneapolis City Council members
1.14expressing concerns about how law enforcement addressed the November 4th demonstrators; NOW,
1.15THEREFORE,
1.16BE IT RESOLVED by the Senate of the State of Minnesota that it disagrees with the
1.17statements made in the November 6th letter.
1.18BE IT FURTHER RESOLVED that, although the Senate of the State of Minnesota supports
1.19the right of everyone to express themselves under the First Amendment, the freeway is not a place
1.20for these expressions.
1.21BE IT FURTHER RESOLVED that the Senate of the State of Minnesota supports the actions
1.22of the Minnesota State Patrol for upholding the rule of law and protecting the safety of all
1.23Minnesotans. The Senate further commends the actions of the State Patrol officers in keeping law
1.24and order and in preventing another dangerous instance of a vehicle driving into a crowd of protesters.
2.1BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare a copy
2.2of this resolution, to be authenticated by his signature and that of the Chair of the Senate Rules and
2.3Administration Committee, and transmit it to Governor Walz.
