  1.1                          A bill for an act 
  1.2             relating to health care; establishing a pilot project 
  1.3             in Pine county; allowing certain rural health clinics 
  1.4             in Pine county to provide covered services under a 
  1.5             health plan subject to the same terms and conditions 
  1.6             as other clinics. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [PINE COUNTY RURAL HEALTH CLINICS; AGREEMENTS 
  1.9   TO PROVIDE COVERED SERVICES.] 
  1.10     A health carrier that has an agreement with any clinic to 
  1.11  provide covered services under a health plan issued or renewed 
  1.12  to provide coverage to a Minnesota resident of Pine county must 
  1.13  enter into a similar agreement with any rural health clinic in 
  1.14  Pine county certified under Code of Federal Regulations, title 
  1.15  42, part 491, that is willing to provide those covered services 
  1.16  on the same terms and conditions. 
  1.17     The commissioner of commerce or health, as appropriate, 
  1.18  shall suspend the authority to transact business of a health 
  1.19  carrier that violates this section.  The suspension expires June 
  1.20  30, 2000. 
  1.21     For purposes of this section, "health plan" includes, but 
  1.22  is not limited to, integrated service networks and community 
  1.23  integrated service networks; health insurance companies, health 
  1.24  maintenance organizations, nonprofit health service plan 
  1.25  corporations, and other health plan companies; employee health 
  1.26  plans offered by self-insured employers; trusts established in a 
  2.1   collective bargaining agreement under the federal 
  2.2   Labor-Management Relations Act of 1947, United States Code, 
  2.3   title 29, section 141, et seq.; the Minnesota comprehensive 
  2.4   health association; health coverage offered by fraternal 
  2.5   organizations, professional associations, or other 
  2.6   organizations; state and federal health care programs; state and 
  2.7   local public employee health plans; workers' compensation plans; 
  2.8   and the medical component of automobile insurance coverage. 
  2.9      This section expires June 30, 2000.
