  1.1                             A resolution
  1.2             requesting the Congressional delegation of the State 
  1.3             of Minnesota give first priority to supporting and 
  1.4             passing the defense appropriations bill first. 
  1.5      
  1.6      WHEREAS, the security of our nation and people is the first 
  1.7   and foremost obligation of the United States federal government; 
  1.8   and 
  1.9      WHEREAS, the men and women of the United States armed 
  1.10  forces now serving in the Army, Navy, Air Force, Marine Corps, 
  1.11  Coast Guard, Merchant Marines, National Guard, and Reserves have 
  1.12  shown great courage and self-sacrifice and deserve to be 
  1.13  equipped with the best weapons and resources to protect our 
  1.14  nation; and 
  1.15     WHEREAS, in past years, politicians have delayed passing 
  1.16  the defense appropriations bill until late in the budget year so 
  1.17  that the defense appropriations bill was misused as a dumping 
  1.18  ground for pork barrel spending and as a political hostage to 
  1.19  pork barrel spending in other appropriations bills; and 
  1.20     WHEREAS, in the wake of the terrorist attacks of September 
  1.21  11, 2001, President Bush asked that the Congress of the United 
  1.22  States pass the defense appropriations bill before passing other 
  1.23  spending bills; and 
  1.24     WHEREAS, Congress acted responsibly in the 2002, 2003, and 
  1.25  2004 budgets when it passed the defense appropriations bill 
  2.1   first, thereby protecting the men and women in the armed forces 
  2.2   from becoming pawns for politicians' spending maneuvers; NOW, 
  2.3   THEREFORE, 
  2.4      BE IT RESOLVED by the Legislature of the State of Minnesota 
  2.5   that it commends Congress for making our nation's defense its 
  2.6   first priority in 2002, 2003, and 2004, and requests that the 
  2.7   Representatives and Senators from the state of Minnesota 
  2.8   continue this important tradition by giving first priority to 
  2.9   passing and enacting the defense appropriations legislation 
  2.10  before all other spending bills in 2005 and in future years. 
  2.11     BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.12  State of Minnesota is directed to prepare copies of this 
  2.13  memorial and transmit them to Minnesota's Senators and 
  2.14  Representatives in Congress.
