  1.1                          A bill for an act 
  1.2             relating to children; providing for an advisory task 
  1.3             force on placement of high-risk youth; requiring a 
  1.4             report. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ADVISORY TASK FORCE ON PLACEMENT OF HIGH-RISK 
  1.7   YOUTH.] 
  1.8      Subdivision 1.  [ADVISORY TASK FORCE ESTABLISHED.] (a) The 
  1.9   commissioner of human services, in consultation with the 
  1.10  commissioner of corrections and the commissioner of children, 
  1.11  families, and learning, must convene an advisory task force to 
  1.12  make recommendations regarding development of a continuum of 
  1.13  local, community-based services for high-risk youth who 
  1.14  currently are placed or approved for placement in residential 
  1.15  treatment facilities and who exhibit a combination of:  (1) 
  1.16  intellectual limitations; (2) mental health concerns; and (3) 
  1.17  violent behaviors that threaten individual and public safety.  
  1.18  The advisory task force must include representatives of 
  1.19  interested groups, including family members, advocacy 
  1.20  organizations, counties, service providers, and other interested 
  1.21  parties. 
  1.22     (b) The advisory task force must review and address the 
  1.23  reports and findings of the KIDS task force.  The advisory task 
  1.24  force must also:  
  1.25     (1) review and identify statutes, rules, and funding 
  2.1   sources relating to the services currently provided to the 
  2.2   high-risk youth identified in paragraph (a); 
  2.3      (2) identify barriers to providing local, community-based 
  2.4   services for this population of high-risk youth; 
  2.5      (3) draft specific legislative proposals to develop and 
  2.6   provide a continuum of local, community-based services for this 
  2.7   population of high-risk youth; and 
  2.8      (4) estimate the cost of the legislative proposals. 
  2.9      (c) The advisory task force is governed by Minnesota 
  2.10  Statutes, section 15.059, subdivision 6, except that the task 
  2.11  force expires January 1, 2005. 
  2.12     Subd. 2.  [REPORT REQUIRED.] By January 1, 2005, the 
  2.13  commissioner of human services, in consultation with the 
  2.14  commissioner of corrections and the commissioner of children, 
  2.15  families, and learning, must report to the chairs and ranking 
  2.16  minority members of the senate and house committees having 
  2.17  jurisdiction over issues relating to human services, criminal 
  2.18  justice, education, and civil law on the recommendations and 
  2.19  legislative proposals of the advisory task force.
