  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money for 
  1.3             local community forest ecosystem health programs, 
  1.4             community forestry assessments, and tree planting. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; COMMUNITY FOREST ECOSYSTEM 
  1.7   HEALTH PROGRAMS.] 
  1.8      $500,000 in fiscal year 2002 and $500,000 in fiscal year 
  1.9   2003 is appropriated from the general fund to the commissioner 
  1.10  of natural resources for grants to local community forest 
  1.11  ecosystem health programs.  This appropriation is available 
  1.12  until June 30, 2003.  The commissioner shall allocate individual 
  1.13  grants of up to $20,000 to local communities that match the 
  1.14  grants with nonstate money for projects that improve the health 
  1.15  of forest ecosystems, including insect and disease suppression 
  1.16  programs, community-based forest health education programs, and 
  1.17  other arborcultural treatments.  $310,000 of this appropriation 
  1.18  in each fiscal year is for matching grants to protect native oak 
  1.19  forests from oak wilt. 
  1.20     Sec. 2.  [APPROPRIATION; COMMUNITY FORESTRY ASSESSMENTS AND 
  1.21  TREE PLANTING.] 
  1.22     $300,000 in fiscal year 2002 and $300,000 in fiscal year 
  1.23  2003 is appropriated from the general fund to the commissioner 
  1.24  of natural resources for matching grants to local communities to 
  1.25  provide technical assistance and cost-sharing programs for 
  2.1   community forestry assessments and tree planting.  $150,000 of 
  2.2   this appropriation in each fiscal year is for community forestry 
  2.3   assessments.
