  1.1                          A bill for an act
  1.2             relating to education; expanding health and safety 
  1.3             revenue for indoor air quality projects; expanding the 
  1.4             state aid portion of the alternative facilities 
  1.5             program; authorizing additional school days and 
  1.6             funding for students formerly attending the Crooked 
  1.7             Lake elementary school; appropriating money; amending 
  1.8             Minnesota Statutes 1997 Supplement, section 124.239, 
  1.9             subdivisions 5a and 5b; and Laws 1997, chapter 231, 
  1.10            article 1, section 20. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.13  124.239, subdivision 5a, is amended to read: 
  1.14     Subd. 5a.  [ALTERNATIVE FACILITIES AID.] A district's 
  1.15  alternative facilities aid is the amount equal to the district's 
  1.16  annual debt service costs, provided that the amount does not 
  1.17  exceed the amount certified to be levied for those purposes for 
  1.18  taxes payable in 1997, or for a district that made a levy under 
  1.19  subdivision 4, paragraph (b), the lesser of the district's 
  1.20  annual levy amount or the amount of levy that it certified for 
  1.21  that purpose for taxes payable in 1997. 
  1.22     Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  1.23  124.239, subdivision 5b, is amended to read: 
  1.24     Subd. 5b.  [ALTERNATIVE FACILITIES APPROPRIATION.] (a) An 
  1.25  amount not to exceed $17,000,000 $24,000,000 is appropriated 
  1.26  from the general fund to the commissioner of children, families, 
  1.27  and learning for fiscal year 2000 and each year thereafter for 
  1.28  payment of alternative facilities aid under subdivision 5a.  The 
  2.1   2000 appropriation includes $1,700,000 $2,400,000 for 1999 and 
  2.2   $15,300,000 $21,600,000 for 2000. 
  2.3      (b) The appropriation in paragraph (a) must be reduced by 
  2.4   the amount of any money specifically appropriated for the same 
  2.5   purpose in any year from any state fund. 
  2.6      Sec. 3.  Laws 1997, chapter 231, article 1, section 20, is 
  2.7   amended to read: 
  2.8      Sec. 20.  [APPROPRIATION.] 
  2.9      (a) $450,000 is appropriated for fiscal year 1998 from the 
  2.10  general fund to the housing finance agency for purposes of 
  2.11  administering the certification of qualifying low-income 
  2.12  residential properties for property taxation under class 4d. 
  2.13     The cost ceiling for the Minnesota housing finance agency, 
  2.14  as otherwise provided by legislation enacted in 1997 without 
  2.15  regard to whether the legislation is enacted before or after 
  2.16  this act, is increased by $142,000 for fiscal year 1998 and by 
  2.17  $118,000 for fiscal year 1999. 
  2.18     (b) $15,300,000 $21,600,000 is appropriated from the 
  2.19  general fund to the commissioner of children, families, and 
  2.20  learning for fiscal year 1999 for alternative facilities aid 
  2.21  under section 3. 
  2.22     Sec. 4.  [EXTENDED SCHOOL YEAR.] 
  2.23     Independent school district No. 11, Anoka, must monitor and 
  2.24  evaluate the educational performance of the students who 
  2.25  attended the Crooked Lake elementary school.  If the district 
  2.26  determines that the students' performance was adversely affected 
  2.27  by the loss of school days due to the facilities evacuation, 
  2.28  then up to eight additional school days are eligible for funding 
  2.29  according to section 5, paragraph (c). 
  2.30     Sec. 5.  [APPROPRIATION.] 
  2.31     (a) $200,000 is appropriated from the general fund in 
  2.32  fiscal year 1998 to the department of children, families, and 
  2.33  learning for a grant to the independent school district No. 11, 
  2.34  Anoka. 
  2.35     (b) The lesser of $100,000 or the actual cost of leasing a 
  2.36  facility is for the expense of leasing facilities space for the 
  3.1   children who are displaced from the Crooked Lake elementary 
  3.2   school. 
  3.3      (c) The lesser of $100,000 or the actual expenditures on 
  3.4   school operations is for expense necessary to fund up to eight 
  3.5   additional days for the students who attended the Crooked Lake 
  3.6   elementary school. 
  3.7      Sec. 6.  [EFFECTIVE DATE.] 
  3.8      Sections 1 to 5 are effective the day following final 
  3.9   enactment.
