1.1 A bill for an act 1.2 relating to capital investment; authorizing spending 1.3 to acquire and to better public land and buildings and 1.4 other public improvements of a capital nature; 1.5 appropriating money for University of Minnesota 1.6 research and outreach centers; authorizing the 1.7 issuance of general obligation bonds. 1.8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.9 Section 1. [APPROPRIATION; UNIVERSITY OF MINNESOTA 1.10 RESEARCH AND OUTREACH CENTERS.] 1.11 Subdivision 1. [NORTHWEST RESEARCH AND OUTREACH CENTER, 1.12 CROOKSTON.] $784,000 is appropriated from the bond proceeds fund 1.13 to the board of regents of the University of Minnesota to 1.14 construct a research laboratory and office space at the 1.15 Northwest Research and Outreach Center (ROC) at Crookston. 1.16 Subd. 2. [NORTH CENTRAL RESEARCH AND OUTREACH CENTER, 1.17 GRAND RAPIDS.] (a) $344,000 is appropriated from the bond 1.18 proceeds fund to the board of regents of the University of 1.19 Minnesota to construct an addition to the aspen/larch genetics 1.20 laboratory at the North Central Research and Outreach Center 1.21 (ROC) at Grand Rapids, and for acquisition of land for the 1.22 development of two test planting sites to conduct research on 1.23 fast growing trees. 1.24 (b) $378,000 is appropriated from the bond proceeds fund to 1.25 the board of regents of the University of Minnesota to construct 1.26 a building at the North Central Research and Outreach Center 2.1 (ROC) at Grand Rapids to accommodate the farm machinery repair, 2.2 maintenance, and carpentry shops. 2.3 Subd. 3. [SOUTHERN RESEARCH AND OUTREACH CENTER, 2.4 WASECA.] $964,000 is appropriated from the bond proceeds fund to 2.5 the board of regents of the University of Minnesota to construct 2.6 an addition to the administration building at the Southern 2.7 Research and Outreach Center (ROC) at Waseca to accommodate 2.8 faculty offices, work space for university and community 2.9 programmatic functions, and the office of the district extension 2.10 director for south central Minnesota. 2.11 Sec. 2. [BOND SALE.] 2.12 To provide the money appropriated by section 1, from the 2.13 bond proceeds fund, the commissioner of finance shall sell and 2.14 issue bonds of the state in an amount up to $2,470,000 in the 2.15 manner, on the terms, and with the effect prescribed by 2.16 Minnesota Statutes, sections 16A.631 to 16A.675, and by the 2.17 Minnesota Constitution, article XI, sections 4 to 7. 2.18 Sec. 3. [EFFECTIVE DATE.] 2.19 Sections 1 and 2 are effective the day following final 2.20 enactment.
