  1.1                          A bill for an act 
  1.2             relating to elections; requiring distribution of voter 
  1.3             registration forms to certain students; amending 
  1.4             Minnesota Statutes 2002, section 201.1611, subdivision 
  1.5             1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 201.1611, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [FORMS.] All post-secondary institutions 
  1.10  that enroll students accepting state or federal financial aid 
  1.11  shall provide voter registration forms to each student as early 
  1.12  as possible in the fall quarter.  All school districts shall 
  1.13  provide voter registration forms each March and September to all 
  1.14  students who will be eligible to vote at the next election after 
  1.15  those months.  The forms must contain spaces for the information 
  1.16  required in section 201.071, subdivision 1, and applicable rules 
  1.17  of the secretary of state.  The institutions and school 
  1.18  districts may request these forms from the secretary of state.  
  1.19  Institutions shall consult with their campus student government 
  1.20  in determining the most effective means of distributing the 
  1.21  forms and in seeking to facilitate election day registration of 
  1.22  students under section 201.061, subdivision 3.  School districts 
  1.23  must advise students that completion of the voter registration 
  1.24  forms is not a school district requirement.
