A bill for an act
relating to human services; requiring certain actions prior to implementing a new
rate setting, reimbursement, and reconciliation process for targeted case
management; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DIRECTION TO THE COMMISSIONERS OF HUMAN SERVICES
AND CHILDREN, YOUTH, AND FAMILIES; REQUIREMENTS OF FUTURE
TARGETED CASE MANAGEMENT MODIFICATIONS.

new text begin When submitting to the legislature any
proposed legislation to change targeted case management rate setting, reimbursement, and
reconciliation processes for lead agencies, the commissioners of human services and children,
youth, and families must provide the legislature with local impact notes prepared in
consultation with each lead agency. The local impact notes must include at least an estimate
of changes in revenue for each lead agency that are likely to result from enactment of the
commissioners' proposals.

new text begin The commissioners of human services
and children, youth, and families must include in any proposed legislation to implement a
new reimbursement and reconciliation process for targeted case management, a prohibition
against beginning the testing period described in subdivision 3 without a written stipulation
from both the Association of Minnesota Counties and the Minnesota Association of County
Social Service Administrators signed at least 90 days prior to the testing period confirming
that the following conditions have been met:

new text begin (1) the Social Services Information System (SSIS) is sufficiently upgraded to support
any increase in the intensity of time reporting and other operations required by the
commissioners' proposals or a replacement of SSIS is adequate to efficiently and effectively
perform the requirement functions;

new text begin (2) data in SSIS or its replacement is sufficiently available through exports and reports,
including data pertaining to time reporting, cost reports, and claiming for fee-for-service
and managed care targeted case management;

new text begin (3) SSIS or its replacement is able to link to all the Person Master Index numbers that
have belonged to an individual; and

new text begin (4) a plan has been developed and sufficient money is available to ensure lead agency
staff will receive adequate training during the implementation period.

new text begin The commissioners of human services and children,
youth, and families must include in any proposed legislation to implement a new
reimbursement and reconciliation process for targeted case management, a testing period
of at least one calendar year while the preexisting monthly targeted case management
claiming process is still employed.

new text begin The commissioners of human services and
children, youth, and families must include in any proposed legislation to implement a new
rate setting, reimbursement, and reconciliation process for targeted case management, a
prohibition against full implementation without a written stipulation from both the
Association of Minnesota Counties and the Minnesota Association of County Social Service
Administrators signed at least 90 days prior to the proposed full implementation date
confirming that the following conditions have been met:

new text begin (1) managed care organizations and county-based purchasing plans will use the same
units of targeted case management service for billing purposes;

new text begin (2) managed care organizations and county-based purchasing plans will reimburse lead
agencies at rates comparable to or higher than the fee-for-service rate; and

new text begin (3) the Association of Minnesota Counties and the Minnesota Association of County
Social Service Administrators agree that counties and the state can successfully proceed
with full implementation.

new text begin The commissioners of human services and children,
youth, and families must include in any proposed legislation to implement a new rate setting,
reimbursement, and reconciliation process for targeted case management, a proposed
mechanism and funding request to replace from state-only money any reduction in federal
targeted case management revenue for each lead agency in excess of five percent from
recent base years.

children, youth, and families must include in any proposed legislation to implement a new
rate setting, reimbursement, and reconciliation process for targeted case management, a
requirement that the commissioners publish changes to targeted case management rates by
June 30 of each year.

Sec. 2. new text begin APPROPRIATION; SOCIAL SERVICE INFORMATION SYSTEM CASE
MANAGEMENT TIME REPORTING UPGRADES.

new text begin (a) $....... in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for upgrades to the case management time reporting functionality of the
Social Services Information System (SSIS). This is a onetime appropriation.

new text begin (b) $....... in fiscal year 2025 is appropriated from the general fund to the commissioner
of children, youth, and families for upgrades to the case management time reporting
functionality of the SSIS. This is a onetime appropriation.

new text begin (c) The commissioners of human services and children, youth, and families must ensure
that the upgrades to SSIS result in:

new text begin (1) SSIS actively assisting case managers in completing time reports, including by
providing an efficient means of reporting time spent providing multiple services to the same
individual or family on the same date;

new text begin (2) substantial improvement in the performance and response times of SSIS; and
new text end

new text begin (3) SSIS being adequately prepared to support any increase in the intensity of time
reporting requirements prior to any implementation of proposed changes to targeted case
management rate setting, reimbursement, and reconciliation processes.
