relating to education; establishing a teacher and paraprofessional compensation
working group; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TEACHER AND PARAPROFESSIONAL COMPENSATION WORKING
GROUP.

new text begin Creation. new text end

new text begin (a) The Teacher and Paraprofessional Compensation Working
Group consists of the following members:
new text end

new text begin (1) 13 teachers licensed in Minnesota and teaching in a Minnesota school, including:
new text end

new text begin (i) one prekindergarten teacher who is teaching in a school located in the seven-county
metropolitan area;
new text end

new text begin (ii) one elementary school teacher who is teaching in a school located in the seven-county
metropolitan area;
new text end

new text begin (iii) one middle school teacher who is teaching in a school located in the seven-county
metropolitan area;
new text end

new text begin (iv) one high school teacher who is teaching in a school located in the seven-county
metropolitan area;
new text end

new text begin (v) one prekindergarten teacher who is teaching in a school located outside the
seven-county metropolitan area;
new text end

new text begin (vi) one elementary school teacher who is teaching in a school located outside the
seven-county metropolitan area;
new text end

new text begin (vii) one middle school teacher who is teaching in a school located outside the
seven-county metropolitan area;
new text end

new text begin (viii) one high school teacher who is teaching in a school located outside the seven-county
metropolitan area;

new text begin (ix) one physical education teacher;
new text end

new text begin (x) one vocal music or instrumental music teacher;
new text end

new text begin (xi) one visual arts teacher;

new text begin (xii) one library media specialist; and

new text begin (xiii) one community education teacher;

new text begin (2) six paraprofessionals working in a Minnesota school, including:

new text begin (i) one paraprofessional who is working with elementary school students in a school
located in the seven-county metropolitan area;

new text begin (ii) one paraprofessional who is working with middle school students in a school located
in the seven-county metropolitan area;
new text end

new text begin (iii) one paraprofessional who is working with high school students in a school located
in the seven-county metropolitan area;
new text end

new text begin (iv) one paraprofessional who is working with elementary school students in a school
located outside the seven-county metropolitan area;
new text end

new text begin (v) one paraprofessional who is working with middle school students in a school located
outside the seven-county metropolitan area; and
new text end

new text begin (vi) one paraprofessional who is working with high school students in a school located
outside the seven-county metropolitan area;
new text end

new text begin (3) one licensed superintendent from a school district located in the seven-county
metropolitan area and one licensed superintendent from a school district located outside the
seven-county metropolitan area; and

new text begin (4) one member with expertise in school budgeting and accounting.

new text begin (b) The members under paragraph (a), clauses (1) and (2), must be appointed by .... The

appointments to the working group no later than ....

new text begin (a) The working group is established to advise the legislature
on strategies and recommendations to provide competitive compensation to teachers and
paraprofessionals in Minnesota elementary, middle, and secondary schools.

new text begin (b) The working group must report its proposed strategies, recommendations, and draft
legislation to the legislative committees with jurisdiction over prekindergarten through
grade 12 education finance and policy by February 14, 2025. The report must be filed
according to Minnesota Statutes, section 3.195.

new text begin Meetings; compensation. new text end

new text begin (a) The working group must convene its initial
meeting no later than August 1, 2024, and must meet regularly thereafter.

new text begin (b) Members of the working group are eligible for per diem compensation as provided
under Minnesota Statutes, section 15.059, subdivision 3.

new text begin Administrative provisions. new text end

new text begin (a) The commissioner of education or the
commissioner's designee must convene the initial meeting of the working group. Upon
request of the working group, the commissioner must provide meeting space and
administrative services for the group. The members of the working group must elect a chair
or cochairs from the members of the working group at the initial meeting.

new text begin (b) Upon request of the working group, the Professional Educator Licensing and Standards
Board must provide information necessary for the working group to make its
recommendations, including but not limited to information on teacher and paraprofessional
qualifications, licensure, employment, assignment, and compensation.

new text begin The working group expires February 14, 2025, or upon submission
of the report required under subdivision 2, whichever is earlier.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective the day following final enactment.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin (a) $....... in fiscal year 2025 is appropriated from the general fund to the commissioner
of education for administrative expenses of the working group established in section 1. This
is a onetime appropriation.

new text begin (b) $....... in fiscal year 2025 is appropriated from the general fund to the Professional
Educator Licensing and Standards Board for administrative expenses of the working group
established in section 1. This is a onetime appropriation.
