A bill for an act
relating to emergency medical services; modifying reimbursement for volunteer
education costs; authorizing carryforward of certain appropriations; amending
Minnesota Statutes 2023 Supplement, section 144E.35.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2023 Supplement, section 144E.35, is amended to read:


144E.35 REIMBURSEMENT deleted text begin TO AMBULANCE SERVICESdeleted text end FOR VOLUNTEER
EDUCATION COSTS.

Subdivision 1.

Repayment for volunteer education.

EMT education course, or a continuing education course for EMT care, or both, which has
been approved by the board, pursuant to section 144E.285.

new text begin (i) who is affiliated with a medical response unit or specialized medical response unit;
and

new text begin (ii) whose income for serving as an emergency medical responder or emergency medical
technician does not exceed the limit in section 144E.001, subdivision 15.

new text begin (b) The board shall provide reimbursement under this section upon successful completion
by the attendant, emergency medical responder, or emergency medical technician of an
initial or continuing education course for emergency medical services care approved by the
board according to section 144E.27 or 144E.285.
new text end Reimbursement may include tuition,
transportation, food, lodging, hourly payment for the time spent in the education course,
and other necessary expenditures, except that in no instance shall a volunteer ambulance
attendantnew text begin , emergency medical responder, or emergency medical technician meeting the
requirements of this subdivision
new text end be reimbursed more than $900 for successful completion
of an initial education course, and $375 for successful completion of a continuing education
course.

appropriation for reimbursement for volunteer education costs under this section shall not
cancel but shall carry forward and be used in the following fiscal year for purposes of section
144E.50. The board shall not retain any portion of the appropriation carried forward for
administrative costs.
