A bill for an act
relating to health; directing the use of grant funds for activities relating to the
planning of an American Indian focused birth center; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $350,000 is appropriated in fiscal year 2025 from the
general fund to the commissioner of health for a grant to the Native American Community
Clinic to plan for and engage the community in the development of an American Indian
focused birth center to improve access to culturally centered prenatal and postpartum care
with the goal of improving maternal and child health outcomes. This is a onetime
appropriation.

new text begin Use of funds. new text end

new text begin The Native American Community Clinic must use the grant funds
to perform the following activities as part of the clinic's planning process for the American
Indian focused birth center:

new text begin (1) identify and hire a project manager to lead the collaborative planning process across
Birth Justice Collaborative partner agencies;
new text end

new text begin (2) engage diverse American Indian communities and leaders to outline key cultural
care strategies to support the pregnancy, birth, and postpartum experience; and
new text end

new text begin (3) complete predesign development and planning, including:
new text end

new text begin (i) identifying the type of birth center;
new text end

new text begin (ii) identifying the birth center's key services and scope of work;
new text end

new text begin (iii) informing staffing and financing needs and strategies;
new text end

new text begin (iv) identifying potential partnerships with hospitals and health systems;
new text end

new text begin (v) identifying potential locations for new buildings or construction of existing spaces;
and
new text end

new text begin (vi) establishing an anticipated time for development.

new text begin By December 15, 2025, or 12 months after receiving the grant,
whichever is earlier, the Native American Community Clinic must submit a report to the
commissioner of health that:

new text begin (1) outlines the needs and plan for the development of an American Indian focused birth
center in Hennepin County;
new text end

new text begin (2) outlines potential state and public partnerships;
new text end

new text begin (3) outlines financing strategies; and
new text end

new text begin (4) provides an anticipated timeline for the birth center's development.
