A bill for an act
relating to economic development; appropriating money for main street small
business relief grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MAIN STREET SMALL BUSINESS RELIEF GRANTS;
APPROPRIATION.

new text begin (a) $....... in fiscal year 2020 is appropriated from federal funds received by the state of
Minnesota under the Coronavirus Aid, Relief, and Economic Security Act, Public Law
116-136, to the commissioner of employment and economic development for grants under
paragraph (c). The appropriation in this paragraph is reduced by any amount appropriated
in paragraph (b).

new text begin (b) If the appropriation in paragraph (a) is not made before June 1, 2020, then $....... in
fiscal year 2020 is appropriated from the general fund to the commissioner of employment
and economic development for grants under paragraph (c).

new text begin (c) Money appropriated under paragraph (a) or (b) shall be used to make grants to
individual businesses that:

new text begin (1) are located in the state of Minnesota and owned by a permanent resident of Minnesota;
new text end

new text begin (2) are in one of the following industries, as defined within the North American Industry
Classification System: accommodation, restaurants, bars, amusement and recreation, food
and beverages retail, miscellaneous retail, general retail, general merchandise, movies, or
health and personal care;

new text begin (3) employ 20 or fewer workers;
new text end

new text begin (4) own or rent physical space for the purpose of retail sales;
new text end

new text begin (5) have suspended retail sales or ceased operations as a result of the COVID-19 outbreak;
and
new text end

new text begin (6) are in good standing with the secretary of state and the Department of Revenue.

new text begin (d) Grants under paragraph (c) shall be disbursed to individual eligible businesses in
amounts of $600 per week throughout the duration of a peacetime public health emergency.
For purposes of this section, "peacetime public health emergency" means any peacetime
emergency declared by the governor in an executive order that relates to the infectious
disease known as COVID-19. In awarding grants, the commissioner shall give priority to
businesses certifying that they have not received additional public financial assistance as a
result of the COVID-19 outbreak. Fifty percent of the amounts appropriated under paragraph
(a) or (b) shall be used to make grants to individual businesses located outside of the
seven-county metropolitan area.
