A bill for an act
relating to state government; allowing salons to make retail sales or pickup of
products at curbside.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding any peacetime emergency executive orders issued by the governor
for an outbreak of COVID-19, and notwithstanding local ordinances, a salon licensed under
Minnesota Statutes, chapter 155A, and a barber shop registered under Minnesota Statutes,
chapter 154, may provide curbside sale or curbside pickup of products typically sold in the
salon or barber shop. This section allows only retail sales.

(b) Salon and barber shop employees are exempt from the prohibition on travel in
paragraph 1 of Emergency Executive Order 20-20 for purposes of their travel between the
salon or barber shop and their homes for work scheduled by the salon or barber shop to
facilitate curbside pickup allowed under this section.

(c) A person making a retail purchase from a salon or barber shop for curbside pickup
is exempt from the prohibition on travel in paragraph 1 of Emergency Executive Order
20-20 for purposes of travel between their home and the salon or barber shop for purposes
of picking up products at curbside as allowed under this section.

(d) This section expires the day after the termination, rescission, or expiration of the last
effective executive order issued by the governor for an outbreak of COVID-19 that precludes
travel for employees of salons or barber shops or their customers for the curbside sale or
curbside pickup of products sold at retail.
