A bill for an act
relating to local government; transportation; requiring temporary halt to all
nonessential travel in the metropolitan transit area during a public health emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The Metropolitan Council shall discourage all nonessential travel on-regular route
transit, as defined under Minnesota Statutes, section 473.385, subdivision 1, paragraph (b),
in the metropolitan transit area to curb the spread of the infectious disease known as
COVID-19 during the peacetime public health emergency. The council shall use existing
funds to inform riders that regular route transit should only be used for essential travel,
including getting groceries or medicine, seeking health care, or commuting to work that has
been deemed essential. Information about essential travel shall be posted at all regular bus
and light rail transit stops and on the council's website.

peacetime emergency declared by the governor in an executive order that relates to the
infectious disease known as COVID-19.
