A bill for an act
relating to education; establishing a Minnesota Reads task force to review literacy
programs for children and adults; requiring a report; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 120B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The Minnesota Reads task force must consist of 15 public
members.

(a) The commissioner must appoint, in the manner provided
in section 15.0597, 15 public members, including the following:

(1) two elementary reading teachers;
new text end
new text begin
(2) two adult basic education literacy teachers;
new text end
new text begin
(3) two literacy researchers;
new text end
new text begin
(4) two school administrators;
new text end
new text begin
(5) two parents or guardians of elementary-aged children;
new text end
new text begin
(6) two students;
new text end
new text begin
(7) two members representing Minnesota businesses; and
new text end
new text begin
(8) one other member from any of the categories described in clauses (1) to (7).

(b) Task force membership must include, where possible, representation that is racially,
culturally, linguistically, geographically, and economically diverse.

(c) The first appointments must be made by August 15, 2021.

Members of the task force must serve for a term of three years and may
be reappointed. Members must serve until their successors have been appointed.

The commissioner or the commissioner's designee must
provide meeting space and administrative services for the task force. The commissioner or
the commissioner's designee must convene the first meeting of the task force no later than
September 15, 2021.

At the task force's first meeting, and biannually thereafter, the members
must elect a chair and a vice-chair whose duties shall be established by the task force.

The task force must meet periodically.

Public members of the task force serve without
compensation but are eligible for reimbursement for expenses consistent with section 15.059,
subdivision 6.

(a) The task force must consult with and advise the commissioner on
matters related to the development, implementation, and evaluation of programs designed
to increase the reading proficiency of children and adults, including prenatal programs,
programs for school-age children, and programs for adult learners. The task force must
advise the commissioner on strategies to increase grade 3 reading proficiency rates and
adult literacy rates to 100 percent by 2027.

(b) By February 15 of each year, the task force must submit to the chairs and ranking
minority members of the legislative committees with primary jurisdiction over
prekindergarten through grade 12 education a report containing:

(1) the task force's assessment of the state's literacy programs for children and adults;
new text end
new text begin
(2) the task force's assessment of the state's literacy outcomes for children and adults;
and
new text end
new text begin
(3) recommendations for legislative action, with draft legislation to implement the
recommendations.

(c) The Department of Education must publish the report each year on the department's
website.

The task force is subject to the requirements of chapter 13D.

The task force does not expire.

This section is effective the day following final enactment.

The sums indicated in this section are
appropriated from the general fund to the Department of Education for the fiscal years
designated.
