A bill for an act
relating to education finance; appropriating money for a grant to Groves Learning
Organization to increase literacy proficiency; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GROVES LEARNING ORGANIZATION.

new text begin (a) $1,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of education for a grant to Groves Learning Organization to provide summer
literacy interventions through a six-week summer program. Grant funds must support
curricular materials, teacher training and coaching, and program evaluation for public school
students in kindergarten through grade 4.

new text begin (b) This appropriation is available until June 30, 2025.

new text begin (c) The grant recipient must provide a detailed report to the chairs and ranking minority
members of the legislative committees having jurisdiction over kindergarten through grade
12 education and higher education by January 15 of each year until 2026 describing how
the grant funds were used. The report must describe the progress made toward the goal of
increasing the instructional knowledge and skills of teachers, based on proven literacy
strategies, as well as improved literacy proficiency of participating students in kindergarten
through grade 4.
