A bill for an act
proposing an amendment to the Minnesota Constitution, article IV, by adding a
section; providing a requirement for the legislature to adopt appropriation limits.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article IV, to read:

No later than the last Monday in April in each year, the legislature shall adopt
a resolution establishing appropriation limits for each major budget bill required to enact
appropriations in that year. If the governor does not provide written approval of the resolution
by the day following the last Monday in April, all legislators and the governor may not
receive any of the salary provided under article IV, section 9, for the period of time following
the last Monday in April until the enactment of all appropriations sufficient to fund the
operation of the government of this state for the fiscal biennium following the last general
election. The sufficiency of appropriations must be confirmed by a resolution adopted by
the legislature and approved in writing by the governor.

(a) The proposed amendment must be submitted to the people at the 2020 general election.
If ratified, the amendment is effective January 1, 2021. The question submitted must be:

the governor if they fail to reach agreement on appropriation limits?

(b) The title required under Minnesota Statutes, section 204D.15, subdivision 1, for the
questions submitted to the people under paragraph (a) shall be "Appropriation Limits."
