A bill for an act
relating to labor and industry; requiring a signed safety disclosure for minors
employed at a workplace where employees are exposed to a hazardous substance,
harmful physical agent, or other recognized hazard; proposing coding for new law
in Minnesota Statutes, chapter 181A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For the purposes of this section, the terms in this
subdivision have the meanings given.

new text begin (b) "Harmful physical agent" has the meaning given in section 182.651, subdivision 15.

new text begin (c) "Hazardous substance" has the meaning given in section 182.651, subdivision 14.

new text begin (d) "Recognized hazard" means a hazard that is likely to cause death or serious injury
or harm to employees.

new text begin Disclosure statement. new text end

new text begin (a) Prior to a minor employee's initial assignment or
reassignment to a job or workplace where the minor employee may be routinely exposed
to a hazardous substance, harmful physical agent, or other recognized hazard, an employer
shall provide a minor employee a written disclosure statement containing the following
information:

new text begin (1) a description of the job duties assigned to the minor employee;
new text end

new text begin (2) the hazardous substance, harmful physical agent, or other recognized hazard to which
the minor employee may be exposed;

new text begin (3) safety measures that the employer has taken and training that the employer will
provide to prevent injury or death;
new text end

new text begin (4) the place where the employer's safety record will be located; and
new text end

new text begin (5) a statement that the minor employee is required to report any safety violations to a
supervisor or other designated person and that such a report will not be subject to retaliation
by the employer.

new text begin (b) The employer must keep a copy of the disclosure statement signed by the minor
employee and the employee's parent or guardian acknowledging receipt of the disclosure.
