A bill for an act
relating to human services; authorizing a supplementary services rate for a mental
health facility in Winona County; amending Minnesota Statutes 2018, section
256I.05, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 256I.05, is amended by adding a subdivision
to read:

new text begin Notwithstanding the
provisions of subdivisions 1a and 1c, beginning July 1, 2020, a county agency shall negotiate
a supplementary services rate in addition to the monthly room and board rate specified in
subdivision 1, not to exceed $750 per month, including any inflationary adjustments
authorized by law, for a housing support provider located in Winona County that operates:

new text begin (1) a permanent supportive housing facility with 20 one-bedroom apartments for adults
with long-term homeless and long-term mental health needs; and

new text begin (2) four homes providing part-time supervision and assistance with independent living
skills for up to ten residents with mental health diagnoses.
