  1.1                          A bill for an act 
  1.2             relating to public safety; reducing fee for 
  1.3             identification card for person with persistent mental 
  1.4             illness; amending Minnesota Statutes 1998, section 
  1.5             171.07, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 171.07, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [IDENTIFICATION CARD; FEE.] (a) Upon payment of 
  1.10  the required fee, the department shall issue to every applicant 
  1.11  therefor a Minnesota identification card.  The department may 
  1.12  not issue a Minnesota identification card to a person who has a 
  1.13  driver's license, other than an instruction permit or a limited 
  1.14  license.  The card must bear a distinguishing number assigned to 
  1.15  the applicant, a colored photograph or an electronically 
  1.16  produced image, the full name, date of birth, residence address, 
  1.17  a description of the applicant in the manner as the commissioner 
  1.18  deems necessary, and a space upon which the applicant shall 
  1.19  write the usual signature and the date of birth of the applicant 
  1.20  with pen and ink.  Each identification card issued to an 
  1.21  applicant under the age of 21 must be of a distinguishing color 
  1.22  and plainly marked "Under-21." 
  1.23     (b) Each Minnesota identification card must be plainly 
  1.24  marked "Minnesota identification card - not a driver's license." 
  1.25     (c) The fee is 50 cents for a Minnesota identification card 
  2.1   issued to a person who is mentally retarded, as defined in 
  2.2   section 252A.02, subdivision 2,; a person with serious and 
  2.3   persistent mental illness, as defined in section 245.462, 
  2.4   subdivision 20, paragraph (c); or to a physically disabled 
  2.5   person, as defined in section 169.345, subdivision 2, is 50 
  2.6   cents.
