A bill for an act
relating to traffic regulations; establishing a special permit for hauling sugar beets;
proposing coding for new law in Minnesota Statutes, chapter 169.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Subdivision 1. new text end

new text begin Sugar beet-hauling vehicles. new text end

new text begin A road authority may issue a permit for a
vehicle that transports sugar beets and meets the following requirements:

new text begin (1) is a combination of vehicles, including a truck-tractor and a semitrailer drawing one
additional semitrailer, and no semitrailer used in the three-vehicle combination has an overall
length in excess of 28-1/2 feet;

new text begin (2) does not exceed a maximum gross vehicle weight of 129,000 pounds; and
new text end

new text begin (3) is operated only within the city of East Grand Forks on U.S. Highway 2 between the
North Dakota border and 5th Avenue Northeast; on 5th Avenue Northeast between U.S.
Highway 2 and U.S. Business Highway 2; and on U.S. Business Highway 2 to or from a
processing facility.

new text begin (a) A vehicle or combination of vehicles operating under this
section:

new text begin (1) is subject to axle weight limitations under section 169.824, subdivision 1;
new text end

new text begin (2) is subject to seasonal load restrictions under section 169.87;
new text end

new text begin (3) is subject to broad load limits posted pursuant to section 169.84;
new text end

new text begin (4) may not be operated with a load that exceeds the tire manufacturer's recommended
load under section 169.823, the manufacturer's gross vehicle weight rating as affixed to the
vehicle, or other certification of gross weight rating under Code of Federal Regulations,
title 49, sections 567.4 to 567.7; and

new text begin (5) may not be operated on the interstate system.

new text begin Permit fee. new text end

new text begin A permit issued under this section must be an annual permit and
may only be issued before July 1, 2025. The fee is $300 and must be deposited in the trunk
highway fund.
