A bill for an act
relating to higher education; setting minimum counselor requirements for Minnesota
State College campuses; appropriating money; amending Minnesota Statutes 2020,
section 136F.20, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 136F.20, is amended by adding a subdivision
to read:

Each two-year college must employ full-time faculty
counselors whose primary assignment is counselor duties. For a campus with fewer than
750 students enrolled at a campus site on the 30th day of an academic year, the campus
must have at least one unlimited full-time faculty counselor. For a campus with more than
750 students enrolled at a campus site on the 30th day of an academic year, the campus
must employ the number of full-time counselors necessary for the number of students per
counselor to be the lesser of:

(1) 750; or

(2) the number of students per full-time counselor at the campus on February 1, 2022.

This section is effective July 1, 2025.

$....... in fiscal year 2023 is appropriated from the general fund to the Board of Trustees
of the Minnesota State Colleges and Universities to employ additional faculty counselors
at two-year colleges to achieve campus student-to-counselor ratios of no greater than 750
to one. This amount is added to the base for fiscal years 2024 and later.
