A bill for an act
relating to environment; appropriating money for testing municipal effluent for
PFAS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GRANTS FOR TESTING AND MONITORING
WASTEWATER EFFLUENT FOR PFAS.

new text begin $500,000 in fiscal year 2025 is appropriated from the clean water fund to the
commissioner of the Pollution Control Agency for grants to assist local units of government
that own and operate wastewater treatment facilities to test for and monitor perfluoroalkyl
and polyfluoroalkyl substances (PFAS) in influent, biosolids, and effluent. The commissioner
must issue the grants consistent with Minnesota's PFAS Blueprint and to further the
monitoring goals developed in the 2022 PFAS Monitoring Plan.
