A bill for an act
relating to transportation; providing for transportation and evaluation related to
availability of healthy food; requiring a report; appropriating money; amending
Minnesota Statutes 2020, section 473.408, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 473.408, is amended by adding a subdivision
to read:

new text begin Campus zone pass. new text end

new text begin (a) Subject to an agreement on costs as provided in
paragraph (b), the council must implement passes for light rail transit in the University of
Minnesota campus. The zone for the passes must include (1) each station located within the
campus, and (2) at least one additional contiguous station.

new text begin (b) If the council and the University of Minnesota agree to implement the campus zone
pass, the costs to implement the requirements of this subdivision must be divided 50 percent
to the council and 50 percent to the University of Minnesota.

new text begin This section is effective August 1, 2021, and
applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.

new text begin By February 1, 2022, the Metropolitan Council must submit a report to the chairs, ranking
minority members, and staff of the legislative committees with jurisdiction over transportation
policy and finance concerning costs and foregone revenue due to implementing an expanded
campus zone pass program as required under Minnesota Statutes, section 473.408,
subdivision 11.

new text begin This section is effective the day following
final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.

Sec. 3. new text begin HEALTHY FOOD AVAILABILITY STUDY.
new text end

new text begin $....... in fiscal year 2022 is appropriated from the general fund to the Board of Regents
of the University of Minnesota for an evaluation of healthy food availability on and near
the University of Minnesota Twin Cities campus. At a minimum, the study must:

new text begin (1) identify availability of unprocessed or minimally processed food throughout the year;
new text end

new text begin (2) identify potential transportation barriers to accessing healthy food;
new text end

new text begin (3) examine options to expand healthy food availability, including but not limited to
evaluation of costs, feasibility, and barriers to implementation; and
new text end

new text begin (4) make recommendations for actions by the University of Minnesota and for legislative
changes.
