A bill for an act
relating to higher education; requiring Minnesota State Colleges and Universities
to provide mental health services to students and assist students in acquiring health
insurance; appropriating money; amending Minnesota Statutes 2016, section
136F.20, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2016, section 136F.20, is amended by adding a subdivision
to read:

(a) The board
must contract with one or more independent mental health organizations to provide mental
health care on campus at each state university and state college. Mental health services must
be provided without charge to students who are uninsured or whose health insurance does
not cover the service provided.

(b) A mental health organization providing mental health care under paragraph (a) must
also provide information and guidance to students seeking health insurance.

$250,000 in fiscal year 2019 is appropriated from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities for the mental health services
for students required under Minnesota Statutes, section 136F.20, subdivision 3.
