A bill for an act
relating to health care; mitigating shared losses under the integrated health
partnership demonstration projects.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) For the period under which the secretary of health and human services has issued a
federal public health emergency, the commissioner of human services shall adjust any agreed
upon total cost of care or risk- or gain-sharing payment arrangement in place for the
integrated health partnerships (IHPs) established under Minnesota Statutes, section
256B.0755, to take into account the unforeseen and uncontrollable circumstances created
by the COVID-19 pandemic.

(b) The commissioner must not require an IHP to pay any shared losses owed by the
IHP under the terms of the payment system for the IHP specified in Minnesota Statutes,
section 256B.0755, during the period of time the public health emergency is in place.
