A bill for an act
relating to environment; adding installation of permeable synthetic turf to best
management practices to control stormwater runoff.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Installing permeable synthetic turf is a structural practice that can be as effective as
installing permeable pavement for managing stormwater runoff. The commissioner of the
Pollution Control Agency must include using permeable synthetic turf that meets the
requirements in paragraph (b) when describing best management practices to control
stormwater runoff in the Minnesota Stormwater Manual.

(b) Permeable synthetic turf used to control stormwater runoff must:

(1) be fully permeable at a minimum rate of 25 inches of liquid per hour;

(2) pass the pill flammability test according to ASTM D2859-16 (2021), Standard Test
Method for Ignition Characteristics of Finished Textile Floor Covering Materials;

(3) contain no perfluoroalkyl and polyfluoroalkyl substances (PFAS), as defined under
Minnesota Statutes, section 116.943; and

(4) be manufactured:

new text begin
(i) to replicate natural turf for outdoor use;

new text begin
(ii) with ultraviolet stabilization and drainable backings;
new text end
new text begin
(iii) to be installed over aggregate bases in all types of climates; and

new text begin
(iv) in the United States.

(c) Indoor/outdoor carpeting intended to be installed over concrete, such as on patios,
is not permeable synthetic turf and must not be used to control stormwater runoff.
