A bill for an act
relating to education; establishing a legislative working group on early childhood
programs; requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) A legislative working group on early childhood programs is
established to review the evaluation reports of early childhood programs and submit a report
to the legislature.

(b) The working group must study each of the key facts and findings and
recommendations made by the legislative auditor in its April 2018 evaluation report on
early childhood programs, including update reports on problems identified, changes
implemented, and actions needed.

(c) The working group must solicit input from the commissioner of human services, the
commissioner of health, the commissioner of education, early childhood program providers,
families accessing services in Minnesota's early childhood programs, and other interested
stakeholders.

(a) The legislative working group on early childhood
programs shall consist of eight members as follows:

(1) four members of the house of representatives, including two members appointed by
the speaker of the house and two members appointed by the house minority leader; and

(2) four members of the senate, including two members appointed by the senate majority
leader and two members appointed by the senate minority leader.

(b) Appointing authorities must make appointments by November 15, 2020.

(c) If a vacancy occurs, the appointing authority for the vacated position must fill the
vacancy.

(d) The speaker and the majority leader must each designate one working group member
from their respective body to serve as chair. The chair must alternate each meeting. The
member appointed as chair by the senate majority leader must convene the first meeting of
the working group by January 15, 2021.

The Legislative Coordinating Commission must provide
technical and administrative assistance to the working group upon request.

The working group must submit a written report
to the governor and chairs and ranking minority members of the legislative committees with
jurisdiction over early childhood programs by September 15, 2021. The report must include
any draft legislation to make any recommended changes to improve the effectiveness of
early childhood programs.

The working group expires September 16, 2021.
