A bill for an act
relating to motor vehicles; establishing military ready reserve special license plates;
proposing coding for new law in Minnesota Statutes, chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner must issue
military ready reserve special license plates or a single motorcycle plate to an applicant
who:

(1) is a registered owner of a passenger automobile, noncommercial one-ton pickup
truck, motorcycle, or recreational motor vehicle;

(2) is a current or former member of the 934th airlift wing of the Air Force Ready Reserve
or the 133rd airlift wing of the Minnesota Air National Guard;

(3) pays an additional fee of $10 for each set of plates;
new text end
new text begin
(4) pays the registration tax as required under section 168.013, along with any other fees
required by this chapter;

(5) contributes a minimum of $20 annually to the 96th Airlift Squadron account
established in subdivision 6; and

(6) complies with this chapter and rules governing registration of motor vehicles and
licensing of drivers.

Representatives from the 934th airlift wing of the Air Force Ready
Reserve and the 133rd airlift wing of the Minnesota Air National Guard must design the
special plate, subject to approval by the commissioner.

On application to the commissioner and payment of a transfer
fee of $5, special plates issued under this section may be transferred to another motor vehicle
if the subsequent vehicle is:

(1) qualified under subdivision 1, clause (1), to bear the special plates; and
new text end
new text begin
(2) registered to the same individual to whom the special plates were originally issued.

Special plates issued under this section are not subject to section
168.1293, subdivision 2.

Fees collected under subdivision 1, clauses (3) and (4), and subdivision
3 are credited to the vehicle services operating account in the special revenue fund.

Contributions collected under subdivision 1, clause
(5), are credited first to the commissioner of public safety for the cost of administering the
96th Airlift Squadron account, which is established in the special revenue fund. After the
commissioner's administrative costs are paid each year, remaining contributions are credited
to the 96th Airlift Squadron account. Money in the account is appropriated to the
commissioner of public safety for distribution to the 96th Airlift Squadron to be used to
make charitable contributions to organizations supporting military families and veterans.

Contributions under subdivision 1, clause (5), must not be refunded.

This section is effective January 1, 2019, for military ready reserve
special license plates issued on or after that date.
