  1.1                          A bill for an act 
  1.2             relating to local government aids; increasing the 
  1.3             appropriation for county criminal justice aid; 
  1.4             amending Minnesota Statutes 1998, section 477A.0121, 
  1.5             subdivision 4; Minnesota Statutes 1999 Supplement, 
  1.6             section 477A.03, subdivision 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 477A.0121, 
  1.9   subdivision 4, is amended to read: 
  1.10     Subd. 4.  [PUBLIC DEFENDER COSTS.] Each calendar year, 1.5 
  1.11  percent of the total appropriation for this section, less the 
  1.12  amount appropriated under section 477A.03, subdivision 2, 
  1.13  paragraph (b)(ii), shall be retained by the commissioner of 
  1.14  revenue to make reimbursements to the commissioner of finance 
  1.15  for payments made under section 611.27.  The reimbursements 
  1.16  shall be to defray the additional costs associated with 
  1.17  court-ordered counsel under section 611.27.  Any retained 
  1.18  amounts not used for reimbursement in a year shall be included 
  1.19  in the next distribution of county criminal justice aid that is 
  1.20  certified to the county auditors for the purpose of property tax 
  1.21  reduction for the next taxes payable year.  
  1.22     Sec. 2.  Minnesota Statutes 1999 Supplement, section 
  1.23  477A.03, subdivision 2, is amended to read: 
  1.24     Subd. 2.  [ANNUAL APPROPRIATION.] (a) A sum sufficient to 
  1.25  discharge the duties imposed by sections 477A.011 to 477A.014 is 
  1.26  annually appropriated from the general fund to the commissioner 
  2.1   of revenue.  
  2.2      (b)(i) Aid payments to counties under section 477A.0121 are 
  2.3   limited to $20,265,000 in 1996.  Aid payments to counties under 
  2.4   section 477A.0121 are limited to $27,571,625 in 1997.  For aid 
  2.5   payable in 1998 and thereafter, the total aids paid under 
  2.6   section 477A.0121 are the amounts certified to be paid in the 
  2.7   previous year, adjusted for inflation as provided under 
  2.8   subdivision 3.  
  2.9      (ii) Aid payments to counties under section 477A.0121 in 
  2.10  2001 are further increased by an additional $10,000,000 in 2001. 
  2.11     (c)(i) For aids payable in 1998 and thereafter, the total 
  2.12  aids paid to counties under section 477A.0122 are the amounts 
  2.13  certified to be paid in the previous year, adjusted for 
  2.14  inflation as provided under subdivision 3. 
  2.15     (ii) Aid payments to counties under section 477A.0122 in 
  2.16  2000 are further increased by an additional $20,000,000 in 2000. 
  2.17     (d) Aid payments to cities in 1999 under section 477A.013, 
  2.18  subdivision 9, are limited to $380,565,489.  For aids payable in 
  2.19  2000 and 2001, the total aids paid under section 477A.013, 
  2.20  subdivision 9, are the amounts certified to be paid in the 
  2.21  previous year, adjusted for inflation as provided under 
  2.22  subdivision 3.  For aids payable in 2002, the total aids paid 
  2.23  under section 477A.013, subdivision 9, are the amounts certified 
  2.24  to be paid in the previous year, adjusted for inflation as 
  2.25  provided under subdivision 3, and increased by the amount 
  2.26  certified to be paid in 2001 under section 477A.06.  For aids 
  2.27  payable in 2003 and thereafter, the total aids paid under 
  2.28  section 477A.013, subdivision 9, are the amounts certified to be 
  2.29  paid in the previous year, adjusted for inflation as provided 
  2.30  under subdivision 3.  The additional amount authorized under 
  2.31  subdivision 4 is not included when calculating the appropriation 
  2.32  limits under this paragraph.
