A bill for an act
relating to appropriations; appropriating money to fund an offender reentry
program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $700,000 is appropriated from the general fund to the commissioner of employment
and economic development for fiscal year 2007 to award a grant to Correctional Transition
Services, Inc., for implementation of a pilot project that focuses on offender reentry
programs. The project must develop statewide model programs that assist offenders
transitioning from incarceration to the community in finding transitional housing and
employment opportunities. Of the appropriation, $350,000 must be used for transitional
housing programs and $350,000 must be used for employment opportunity programs. The
grant recipient shall report to the commissioner by June 30, 2007, on the development of
the pilot project. The commissioner shall submit a report to the legislature by November
1, 2007. The commissioner??a??a??s report must explain how the grant proceeds were used and
evaluate the effectiveness of the pilot project funded by the grant.
