A bill for an act
relating to corrections; appropriating money to fund an offender reentry pilot
project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... is appropriated from the general fund to the commissioner of corrections for
fiscal year 2007 to award a grant to an organization for implementation of a pilot project
that focuses on offender reentry programs. The pilot project must develop a comprehensive
statewide model for transitioning offenders from incarceration to the community to reduce
recidivism rates. The organization must be licensed by the Department of Human Services
to provide chemical dependency treatment and aftercare. The grant recipient shall report
to the commissioner by June 30, 2007, on the development of the statewide model. The
commissioner shall submit a report to the chairs and ranking minority members of the
house of representatives and senate committees having jurisdiction over public safety by
November 1, 2007. The commissioner's report must explain how the grant proceeds were
used and evaluate the effectiveness of the pilot project funded by the grant.
