A bill for an act
relating to capital investment; appropriating money for The Black Gate.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$2,500,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Rondo Community Land Trust
for land entitlement, and to construct, furnish, and equip The Black Gate in the city of St.
Paul to create a multifamily artist residence, studio space, and community archive and library
to preserve and make accessible the works of Black artists. This appropriation is not available
until the commissioner of management and budget determines that at least $2,500,000 is
committed from nonstate sources to complete the project. This is a onetime appropriation
and is available until the project is completed or abandoned, subject to Minnesota Statutes,
section 16A.642.
