  1.1                          A bill for an act 
  1.2             relating to economic development; providing oversight 
  1.3             and regulation of state job training programs; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 4A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [4A.11] [JOB TRAINING COORDINATION CENTER.] 
  1.8      Subdivision 1.  [CREATION; MANAGEMENT.] The job training 
  1.9   coordination center is in the office of strategic and long-range 
  1.10  planning.  The director shall appoint a manager of the center.  
  1.11  The manager must have experience in the job training needs of 
  1.12  the private sector.  The director may employ staff necessary to 
  1.13  carry out center duties.  
  1.14     Subd. 2.  [AGENCY COOPERATION.] All agencies of the state 
  1.15  and local government shall cooperate with the center, including 
  1.16  timely responding to requests for information.  
  1.17     Subd. 3.  [JOB TRAINING OVERSIGHT AND REVIEW.] The center 
  1.18  must annually review state job training programs.  The center 
  1.19  must by January 15 make annual recommendations to the 
  1.20  legislature concerning the consolidation, modification, 
  1.21  elimination, and addition of job training programs and make 
  1.22  specific recommendations to the legislature concerning 
  1.23  allocations of funds in the workforce development fund for the 
  1.24  following fiscal year.  The center must establish accountability 
  1.25  measures for programs and use those measures to evaluate 
  2.1   programs.  
  2.2      Subd. 4.  [GOVERNOR'S WORKFORCE DEVELOPMENT COUNCIL.] The 
  2.3   center shall serve as staff to the governor's workforce 
  2.4   development council.  The council must seek the recommendation 
  2.5   of the center prior to allocating job training funds.  
  2.6      Subd. 5.  [POLICY DIRECTION.] The center shall make its 
  2.7   recommendations under this section based on a general policy of 
  2.8   increasing funding for individual-based training for the purpose 
  2.9   of job placement when the economy is weak and unemployment is 
  2.10  relatively high and of increasing funding for employer-based 
  2.11  skills enrichment programs for incumbent employees when the 
  2.12  economy is strong and unemployment is relatively low.  The 
  2.13  general policy may be altered if the public interest so requires.
  2.14     Subd. 6.  [WORKFORCE DEVELOPMENT FUND; PASSTHROUGH GRANTS.] 
  2.15  The center may make grants to nonprofit organizations for job 
  2.16  training programs from funds allocated to the center from the 
  2.17  workforce development fund.  The center shall evaluate the 
  2.18  grants using the accountability measures developed under this 
  2.19  section. 
  2.20     Sec. 2.  [APPROPRIATION.] 
  2.21     $....... is appropriated in fiscal year 2001 from the 
  2.22  workforce development fund to the office of strategic and 
  2.23  long-range planning for the office of job training coordination 
  2.24  for the purpose of section 1.
